The City of San Buenaventura
Completes CIS Implementation of Systems & Software’s enQuesta Solution
November 20, 2009 - Harris Computer Systems (Harris),
a subsidiary of Constellation Software Inc. (TSX: CSU) is pleased
to announce that the City of San Buenaventura (Ventura) has implemented
Systems & Software’s (S&S) enQuesta 3e solution to assist in providing
an integrated approach to managing and optimizing its customer service
operation.
In mid-2007, Ventura released their RFP for a utility billing software
system, with the primary goal of selecting a new system that would
migrate off their 25+ year-old technology in the form of a VAX,
and move to best-of-breed utility billing software that would automate
processes, allow better access to information, and modernize the
technical infrastructure of this business critical system. After
demos and site visits in early-2008, the procurement process was
put on a temporary hold, but in October 2008 Ventura was full-speed
ahead with the procurement and, in November 2008, they selected
S&S to implement our enQuesta solution.
The project kicked-off in March 2009, and was completed in only
seven months -- within budget and ahead of schedule.

standards, and was flexible enough to adapt to future changes,"

processes and greater customer access so we can deliver services
to our residents more efficiently."

Ventura is estimated at 21 square miles in size, has a population
of approximately 106,000, and provides water, wastewater and stormwater
services to approximately 32,000 residential, commercial, industrial
and agricultural customers, including fire protection. For customer
convenience, they operate from two locations within the City. S&S’
enQuesta solution allows them instant access to customer and account
information, as well as robust reporting capabilities. Ventura has
just released WebConnect, which for the first time ever, allows
customers access to up-to-date account information and consumption
information on-line. In the coming months, PayConnect will be installed,
which will allow those customers to pay their bill on-line or via
the phone.
