June 27, 2007 - The basis2 implementation project at the City of Philadelphia continues to go from strength to strength. Prophecy is delighted to announce that a key project milestone, the Proof of Concept, has been passed with resounding success in just 5 months. The Proof of Concept is a multi-faceted test designed to prove that basis2 is capable of processing the workload of the City of Philadelphia accurately and efficiently. Major elements of the test included:

• Migration of a representative sample of City accounts Prophecy exceeded the requirements of the test by migrating the entire legacy database comprising 620,000 accounts.
  
• Configuration of basis2 and production of bills for a subset of the migrated data basis2 successfully calculated and printed 68,000 bills, far more than a representative sample. The bills were reviewed and found to be accurate to the cent.
  
• Process a daily batch billing cycle within 4 hours basis2 passed this test easily, calculating bills in just 15 minutes and completing the full end-to-end cycle in 1 hour.
  
• An online performance test, requiring response times of less than 2 seconds for a variety of tasks Once again, basis2 easily passed this test, with sub-second responses recorded for each task.
  
  These tests were run against the 620,000 account migrated legacy database as used for other tests. For good measure, a second performance test was executed while running a billing cycle. Response times remained at less than one second.

Billing system implementations are typically both complex and lengthy. A result of this nature in just 5 months is quite exceptional, and augurs well for the remainder of the project, and the future success of basis2 as the billing platform of choice for the City of Philadelphia.
