City of Philadelphia Selects
basis2
December 18, 2006 - The City of Philadelphia has
chosen Prophecy International’s basis2 CIS and Revenue management
application as its billing and customer care solution for the City’s
600,000 residential, commercial and industrial water and waste water
accounts.
Terry Phillis, the City of Philadelphia CIO said, "There was
an extraordinary amount of competitive review, due diligence and
oversight performed on basis2 by all stakeholder departments in
the project. It was determined that basis2 meets all of the City’s
core CIS requirements, out of the box and accords the City many
significant financial, customer and technical benefits. Prophecy
International has a strong commitment to the City’s success
and we are very pleased with our selection."
Philadelphia is the fourth largest city in the USA and is replacing
a 30 year old legacy billing system. The licensing and implementation
of basis2 is a continuation of Project Ocean that was suspended
pending further evaluation and opportunity for success. The implementation
of basis2 commenced on December 11, 2006 with bill production targeted
before Mayor Street leaves office in January of 2008.

to complete the end to end integrated Oracle E-Business suite. As
a native Oracle application basis2 exploits the Oracle technology
stack for throughput, performance, scalability, integration and
real time information which is critical in today’s evolving
customer centric, public sector and commercial utilities. Prophecy’s
investment to deliver basis2 in a natively integrated as opposed
to loosely coupled or interfaced application has been rewarded with
strong differentiation and competitive advantage. The features,
benefits and forward path of the Oracle Applications are inherent
in basis2. Prophecy has made a decision to expand its operations
in the USA as a result of this announcement.
