December 18, 2006 - The City of Philadelphia has chosen Prophecy International’s basis2 CIS and Revenue management application as its billing and customer care solution for the City’s 600,000 residential, commercial and industrial water and waste water accounts.

It was determined that basis2 meets all of the City’s core CIS requirements, out of the box and accords the City many significant financial, customer and technical benefits. Philadelphia is the fourth largest city in the USA and is replacing a 30 year old legacy billing system. The licensing and implementation of basis2 is a continuation of Project Ocean that was suspended pending further evaluation and opportunity for success. The implementation of basis2 commenced on December 11, 2006 with bill production targeted before Mayor Street leaves office in January of 2008.
