Harris Announces the City of Portland Live on Cayenta Utilities

VANCOUVER, BC., May 5, 2006 - Harris Computer Systems ("Harris"), a leading provider of software solutions for local governments, utilities and school districts is pleased to announce that the City of Portland, Oregon ("Portland") has achieved a significant milestone by successfully implementing Cayenta Utilities, part of Harris Computer Systems' software suite. Portland went into live operations on Cayenta Utilities as of 10 April 2006. Using Cayenta Utilities, Portland will manage billing, accounting, reporting and collections for its water, sanitary sewer and storm water utilities.

In December 2002, Portland issued a Request for Proposal (RFP) for a new system, detailing 973 specific business and customer service functions a new system should complete, plus 44 minimum requirements for system features, vendor financial health and stability, and an implementation methodology to ensure project success. In February 2003, Portland selected Cayenta Utilities. Harris clearly demonstrated that Cayenta Utilities could cost-effectively meet Portland's business and customer service requirements, utilizing a robust industry proven implementation methodology.

Ms. Sue Klobertanz, the City of Portland's Revenue Bureau Director stated, "Although we are early in the process, I consider the new system implementation to be a success. The first morning of go-live, staff were excited about the new functionality. All of the months of joint effort and the focus on customer service were evident". Ms. Julie Shervey, Project Manager for the City of Portland added, "The Cayenta product provided significant efficiencies from day one as well as the ability to extend additional services to our customers in the future."

Ms. Shervey worked very closely with the Harris Implementation team and was very satisfied with the project, "Bringing Cayenta Utilities online was a collaborative effort between Cayenta and Portland staff. The Cayenta resources have been a key success factor in our implementation. They are highly competent and knowledgeable of our industry."
