CityCALL Integrates City, County and
the Metropolitan Sewer District Systems Using Hansen Solutions
LOUISVILLE, KY and SACRAMENTO, CA, November 19, 2002- City
of Louisville Mayor David Armstrong today announced that CityCALL,
the City of Louisville's citizen inquiry and service center, is
now operating on a new integrated computer system shared amongst
the City of Louisville, Jefferson County and Metropolitan Sewer
District (MSD). Called MIDAS (Metro Information, Development and
Asset System), this computer system will fully integrate the customer
service calls, code enforcement complaints, development review applications
and all building-related permits handled with departments of the
City, County and MSD. The first phase of implementation - now complete
- was the installation of computer hardware and Hansen Information
Technologies' enterprise-wide solutions. The second and third phases,
currently being developed, include: an integration of permits and
development review using Hansen's Community Development and Regulations
Solution and a Web portal using Hansen's DynamicPORTAL™ that
will allow citizens to make direct requests via the Internet.
MIDAS is a partnership between the City, County and MSD. The primary
internal departments integrated include CityCALL, City Inspections,
Permits and Licensing (IPL), Solid Waste Management Services, Louisville
and Jefferson County Metropolitan Parks, County Code Enforcement,
City and County Public Works, Planning and Development Services,
MSD Development Review and others. This shared system builds upon
existing functions and improves the management of customer requests
in all areas by tracking responses, status of projects or request,
and enabling easier data access for citizens and departmental staff.
"This is another step towards merging and modernizing systems
for our new government," said Mayor Armstrong. "CityCALL
will remain one of our citizens' most important resources during
the transition process to the new system and it is necessary that
our agencies are working from the same page to ensure the quality
of our services are still being met."
The cost of MIDAS - $3.3 million - was shared equally between
the three entities. The project started the beginning of 2001 with
Hansen's Frictionless Framework™ providing the foundation for
the joint project.
Anticipated key outcomes of MIDAS are:
- A consolidated database incorporating all development review,
permit and
code enforcement data for all customers and citizens using a common
user interface.
- Unified plan review and permitting functions across all agencies.
- Web access for customers and constituents.
- Field computing and real time data access for inspectors.
- Digital submissions and reviews of drawings and plans to assist
land
development customers.
- All data and users linked to the Louisville/Jefferson County
Information Consortium (LOJIC) Geographic Information System (GIS).

CityCALL responds to an average of 165,000 citizen requests per
year. Citizens can call 502-574-3333 and speak to a service representative
to ask a question, request a city service, register a concern about
city services, or offer suggestions for enhancement of city services
(TDD users can dial 502-574-4091). Representatives are available
Monday through Friday between 8 a.m. and 6 p.m. Citizens can also
