SCT Signs Long-Term Agreement with
the City of Virginia Beach Public Utilities
MALVERN, PA., March 11, 2002 - SCT (NASDAQ:SCTC),
a leading provider of technology solutions for utilities, announced
today that the City of Virginia Beach Public Utilities has licensed
the SCT BannerR Customer Management System and also has signed a
multi-year agreement for SCT Remote Application Hosting services.
Including implementation, the contract spans six and one-half years.
The value of the products and services totals $8.7 million.
SCT's solutions will assist Virginia Beach in meeting their goal
of streamlining processes by enabling citizens to interact with
the city via the Internet. While the City of Virginia Beach is already
known for providing impressive levels of service to citizens, plans
are in place to implement new media technologies, strategies, and
processes to make Virginia Beach a true innovator in local government.
The SCT solutions will play a key role in implementing those initiatives.
In addition, the City will benefit from merging three legacy systems
from the Public Utilities and Public Works departments, including
the mainframe system handling the City's 125,000 water and sewer
customers as well as the systems managing storm water billing and
line fees collections. Separate billings and duplicate record keeping
will be eliminated.

selection/acquisition consultant to the City of Virginia Beach Public

While the City of Virginia Beach will have full and secure access
to the system and the City's information, the Remote Application
Hosting arrangement alleviates the IT management overhead of supporting
the hardware, network, and administrative infrastructure. Virginia
Beach will be connected via a high-speed telecommunication link
to the hosting site at SCT facilities in Columbia, SC.
