FOR IMMEDIATE RELEASE
SCT Signs Long-Term Agreement with the City of Virginia Beach Public Utilities

MALVERN, PA., March 11, 2002 -  SCT (NASDAQ:SCTC), a leading provider of technology solutions for utilities, announced today that the City of Virginia Beach Public Utilities has licensed the SCT BannerR Customer Management System and also has signed a multi-year agreement for SCT Remote Application Hosting services. Including implementation, the contract spans six and one-half years. The value of the products and services totals $8.7 million.

SCT's solutions will assist Virginia Beach in meeting their goal of streamlining processes by enabling citizens to interact with the city via the Internet. While the City of Virginia Beach is already known for providing impressive levels of service to citizens, plans are in place to implement new media technologies, strategies, and processes to make Virginia Beach a true innovator in local government. The SCT solutions will play a key role in implementing those initiatives. In addition, the City will benefit from merging three legacy systems from the Public Utilities and Public Works departments, including the mainframe system handling the City's 125,000 water and sewer customers as well as the systems managing storm water billing and line fees collections. Separate billings and duplicate record keeping will be eliminated.

"Quality customer service is a core value in Virginia Beach," said Clarence Warnstaff, Virginia Beach's public utilities director. "The SCT products and services will enable us to provide our utility customers with a whole set of new billing and services opportunities, including 24X7 electronic access to account information and new payment options such as automatic debiting."

"We believe that SCT is a good fit for Virginia Beach," added Warnstaff. "We have high expectations of SCT, and their service delivery history makes us confident they will meet these expectations. We recognize that SCT has a significant market share and a long track record for successful implementation and support of their products."

Greg Galluzzi, president of TMG Consulting, which served as the selection/acquisition consultant to the City of Virginia Beach Public Utilities, said, " The contract put in place at the City reflects an aggressive position, which SCT met. What resulted is the highest level of protection and integrity that TMG has yet to see in this industry. It could not have been accomplished without SCT's strong customer commitment and focus, which is unparalleled compared to that of other vendors in the utilities market space."

While the City of Virginia Beach will have full and secure access to the system and the City's information, the Remote Application Hosting arrangement alleviates the IT management overhead of supporting the hardware, network, and administrative infrastructure. Virginia Beach will be connected via a high-speed telecommunication link to the hosting site at SCT facilities in Columbia, SC.

"SCT is very enthusiastic about this partnership with a city that clearly demands a very high level of service for its constituents," said John Gregg, president of SCT global energy, utilities, and communications solutions. "Our 27 years of experience in technical services delivery positions us to meet very high levels of service throughout the contract. Being able to pass along these high standards to our clients provides them with a comfort factor that their business support network is first class and dependable."
