Increasing Deregulation of Utilities
in Canada and the U.S. Brings Enlogix and SCT together in North American
Agreement
Enlogix to Extend Broad Range
of Solutions Beyond Its Existing Customer Base of 3 Million End-Users
Across North America
TORONTO, ON., April 5, 2001 - Enlogix, North America's leading
energy billing service provider, today announced an agreement that
will strengthen its relationship with SCT (NASDAQ: SCTC), a global
leader in software and service solutions for the energy, utilities
and communications, education, process manufacturing and government
marketplaces. The agreement will expand the reach of Enlogix, a
provider of outsourced customer information system (CIS) solutions,
to many of the companies competing for the North American consumer's
attention in the increasingly deregulated utilities industries.
"As energy markets deregulate, even more consumers across
North America will now have the choice to opt for gas, electricity
and related services from suppliers taking advantage of our combined
technologies," said Anthony Haines, President and CEO of Toronto-based
Enlogix. "For those established players in the electric and
gas industry, it is essential that they improve their customer interaction
in order to retain their customer base. For the new players, it
is a matter of attracting new customers with the best possible service

The agreement announced today will give Enlogix, a wholly-owned
subsidiary of Westcoast Energy, Inc. (TSE: W; NYSE: WE), access
to SCT's technical and marketing resources, while SCT gains access
to Enlogix's development resources. Enlogix will provide its CIS
services on an outsourced basis in both Canada and the United States,
as well as remain the exclusive reseller of SCT's Banner products
in Canada.
"This agreement means more utilities will now have the option
of outsourcing their CIS so they can rapidly respond to changes
in the industry, as well as to customers' demands for enhanced services
and convenience," said John Gregg, President of SCT's global
energy, utilities and communications business. "Enlogix currently
services some three million consumers on behalf of their clients
on an outsourced basis. This makes Enlogix by far the largest application
service provider in the North American utilities industry and access
to their development expertise is important to us."
SCT and Enlogix will be participating in the SCT Summit next week
in Toronto, April 8 - 11, 2001, an event that will bring together
over 5,000 participants from around the world. The Summit is an
educational forum for users of SCT solutions.
