MALVERN, PA, October 5, 2000 — SCT (Nasdaq:SCTC), a leading
global provider of e-business solutions for the energy, utilities,
and communications market, announced today the signing of a five-yearservices
agreement with the City of Chicago's Department of Water (CDOW)
with a value of up to$11.3 million, which signed in the fourth
fiscal quarter ending September 30, 2000. The agreement provides
extensive support services for CDOW's new SCT Banner® Customer
Management System (CMS). The contract represents the first multi-million-dollar
services agreement of its kind for SCT's global
energy, utilities, and communications division.
Through this services agreement, SCT will provide CDOW both on-site
and remote application management and operations management services
tooperate the Banner technical environment. The Banner system
will automate all relationship-critical work-flows such as billing,
repairs, and installation for 535,000 utility customers. CDOW
went intolive production with the SCT Banner solution on September
19, 2000.
As part of the service package, the CDOW will also receive technical
upgrades on an ongoing basis, providing the Department with the
most current technology available.

By streamlining customer service processing, the Banner system
has the potential to significantly cut operations and maintenance
costs. Other large-scale municipal utilities departments have
either purchased or expressed interest in SCT's solution and will
likely be keeping a close eye on the Chicago delivery model.
