Two Leading Dutch Utility Companies Go Live with SCT's Banner
Customer Management Solution Successes with PWN and WML Further Solidify E-technology Provider's Position in the Global Utilities Marketplace

MALVERN, PA., July 20, 2000 - SCT (Nasdaq: SCTC) announced today that two leading Dutch utilities have implemented SCT's Banner( Customer Management System (CMS).

Water utility PWN has implemented SCT's Banner CMS solution. Because of the magnitude of its business - handling approximately 670,000 customers - PWN required software that could not only manage a variety of billing activities, but also be customized to meet the unique requirements of the Netherlands market. Designed to manage the utility's extensive online customer service and billing activities, SCT's Banner suite will enable PWN's billing services to include sewerage and related tax services throughout its entire customer base.

Also, Dutch utility company WML has gone live with Banner CMS to manage the company's online customer service and billing activities. SCT's CMS solution will help WML manage extensive amounts of customer information, improve customer service and meet the demands of the Dutch utility marketplace. With the trend in the Dutch marketplace toward billing through the water utility all services-including sewerage, polder board taxes, and environmental taxes-WML was finding itself increasingly unable to compete in the new market. SCT's Banner suite provided WML with the ability to manage the billing of these multiple services today.

"SCT's e-business solutions allow us to manage massive amounts of customer data and also expand our billing for other services such as sewerage and taxes - a necessary capability to compete in the Dutch utilities market - to our entire customer base without sacrificing turnover time."

Ed Smeets, WML financial director, said, "We are very pleased with the go-live process, and our improved billing process. Judging by Banner's wide scope of functionality and the quality of bills already produced by this software, we are confident that SCT has provided a flexible system that can meet, and perhaps even exceed, our expectations. So far there has been no delay in sending annual and final bills to our customers; and payments that have been made by our customers have been properly allocated, which enables us to send out all the types of bills we want in the timeframe we have set.

Until now, WML stored only premises information about its approximately 450,000 customers, maintaining a skeleton database of little use to its business. With SCT's Banner software, the utility has access to a wide array of information-including account details, onsite inventory and requested services-that can be used to improve, as well as speed up, the care CSRs provide to their customers.
