Anderson City Utilities Signs
with SCT for Implementation of SCT Synchronization Solutions
Contract Signing Announced at SCT's 22nd

22nd Annual Global Energy, Utility & Communications Solutions
SUMMIT, SCT (Nasdaq: SCTC), a leading provider of advanced software

companies, announced the signing of a new licensing agreement with
Indiana-based Anderson City Utilities (ACU) to implement SCT Synchronization
Solutions (Synchro). Synchro is the utility industry's first commercially
available, web-enabled, customer information system built to fully
utilize Microsoft technology.
This year's SCT SUMMIT users conference focuses on "The Next
Step" -- an examination of the choices and challenges ahead
for industries at the juncture of deregulation and the e-business
phenomenon. SCT SUMMIT provides a forum for users to discuss the
latest industry, technological and business developments. Recognizing
the need to prepare for the newly competitive environment created
by deregulation, ACU selected Synchro to enable them to Offer a
wider variety of products and services to its local customers while
using the latest Microsoft component-based technology.

Synchro client list, and make this announcement at our annual user's

ACU to secure the same caliber of marketing and customer service
systems as their potential competitors, but for a much lower cost
of acquisition, implementation and ownership.
According to Mark Graves, ACU's utilities services manager, ACU
expects its customer service efforts to be greatly enhanced by the
flexibility of the Synchro product, especially its flexible rate
structure and reporting capabilities. "ACU's long-term partnership
with SCT contributed greatly to our product choice, as did SCT's
decision to develop the Microsoft-based Synchro," Graves explained.
"We have developed, over the long haul, a cohesive relationship
with SCT that we know will take us well into the future."SCT's
Synchro is designed using Microsoft's component-based technologies
and is BackOffice® Certified. Synchro runs on Microsoft Windows
NT Server 4.0 and Microsoft SQL Server 7.0. Synchro will allow utility
companies who are using or moving to the Microsoft platform a comprehensive
CIS that can help leverage customer information to produce breakthrough
business results in a deregulating marketplace. The cost-effectiveness
of the Microsoft platform enables companies to use the power of
an enterprise-level CIS to Move forward with their strategic plans.The
agreement with ACU was signed in SCT's second fiscal quarter, which
ended March 31, 2000.
