Pedernales Electric Cooperative Contracts with MDSI to Enhance Service and Strengthen Competitive Advantages
Largest Electric Cooperative in Texas Selects MDSI's Advantex Application to manage its Mobile Workforce in New Competitive Environment

RICHMOND, BC. CANADA, March 29, 2000 - MDSI Mobile Data Solutions Inc. (Nasdaq: MDSI; Toronto: MMD) has signed a contract with Pedernales Electric Cooperative (PEC) for the implementation of MDSI's market-leading Advantex™ mobile workforce management system.

The largest electric cooperative in Texas and one of the ten largest co-ops nationally, PEC will replace existing paper- and voice-based dispatching systems with the MDSI® solution to Increase the efficiency and customer service capabilities of its mobile workforce. With Advantex, PEC's mobile workers will be able to obtain and send information about scheduling, work orders, and job completion information over a network(s) connection. PEC is currently evaluating cellular digital packet data (CDPD), a highly reliable data transmission technology developed for use on cellular phone frequencies, dial-up phone connections, and switched local area network systems.

Advantex will also be interfaced toPE's customer information system (CIS) from Envision. Advantex will receive work from the CIS, schedule mobile workers against the workload, update the CIS in real-time with work order status information received wirelessly from the field, allow mobile workers to query the CIS for additional information, and transmit order completion information from the field to the CIS.

The Texas electric cooperative serves portions of the Austin and San Antonio metropolitan areas and more than 4,000 square miles of rural area between the two cities. PEC serves 138,000 customers.

"As Texas transitions to a market-based electric utility framework, PEC needs to prepare itself to compete for customers' business," said Patrick Pesek, Manager, PEC. "We selected MDSI's Advantex solution after careful review of our options because it more suited our current needs for field service management, dispatch and reporting systems."

"PEC will soon be competing against large, well-financed and aggressive power providers from all of Texas and elsewhere. To maintain our existing customer base and give us the ability to expand and serve others, we must be able to Deliver outstanding service at a very competitive cost. Advantex will help us achieve that goal," Pesek added.

MDSI's Advantex software suite fully integrates a company's mobile resources with the enterprise for improved and innovative customer service that wins more customers and keeps them longer. Advantex schedules mobile resources so customer requests are dealt with promptly and at guaranteed, specific appointment times. The system automatically assigns tasks to the most appropriate mobile worker, based on skill set or other factors, so that the job gets done right the first time. Advantex automatically distributes the workload, so dispatchers can focus on emergency situations and serve larger workforces and territories. It transmits job status information to the office so dispatchers and supervisors can monitor progress "at-a-glance" and reprioritize orders. Advantex lets mobile workers stay informed through interactive messaging with dispatchers and access to critical corporate information systems, like customer records and inventory. Advantex also reports on performance to help senior management make decisions. And it all happens wirelessly, in real-time.

"PEC becomes the 69th utility worldwide to adopt Advantex as its mobile workforce management solution," said Rob Cruickshank, President & COO of MDSI. "As utilities come face to face with the pressures of deregulation and competition, more and more of them are realizing that state-of-the-art workforce management technology can provide a competitive advantage, and in fact can mean the difference between competitive success and failure. Mobile workers are often a utility's only direct contact with customers; giving them the means to meet customer needs rapidly and effectively creates a positive impression with customers that carries a lot of weight in a competitive environment."

The contract with PEC covers both software and services. Financial details were not disclosed.
