LAKE MARY, FL., September 20, 1999 - Public-sector software solutions provider HTE, Inc. (Nasdaq: HTEI) announced today that it has signed a $650,000 contract to provide a financial, utilities and community services software package to the village of Glendale Heights, Illinois.

"We conducted a major evaluation of the software market, and HTE was the only one that offered all of the amenities we required. We spoke to other customers, and they told us HTE's was the 'Cadillac' of software systems," said William Burger, director of finance for the village of Glendale Heights. "The biggest selling point for us was the round-the-clock service and the training on installation."

The contract calls for 25 of the software company's applications including GMBA, Purchasing/Inventory, Payroll/Personnel, Building Permits, Code Enforcement and others. The applications are integrated, which will make it easier for different departments in the village to share date and process information.

Gary Kaiser, HTE Office of the CEO, said, "This is another example of how our enterprise-wide solution, coupled with strong customer support, has set us apart from our competitors. The village of Glendale Heights wanted a system that would meet its needs now and three years from now as well as a company that would be there for them.
