SCT Selected by Jacksonville Electric Authority
Florida utility licenses BANNER Customer Management System


MALVERN, PA, July 23, 1998 - SCT Utility Systems, Inc., a division of Systems & Computer Technology Corp. (SCT) (Nasdaq:SCTC), announced today the signing in early July of a major software agreement with the Jacksonville Electric Authority (JEA).

The agreement is for the deployment of the BANNER Customer Information System, BANNER Customer Web Access, BANNER Customer Target+, Customer Contact and Electronic Work Queue Systems. The total agreement is valued at $5.2 million.

In addition to owning and operating the electric system established by the City of Jacksonville, the Jacksonville Electric Authority also owns and manages the water and sewer systems established by the city during the past year. The JEA serves more than 335,000 electric customers, 170,000 water customers and 127,000 sewer customers in Jacksonville and adjacent counties in Florida.

Ron Baker, chief information officer of Jacksonville Electric Authority, said the expanded role of the municipal utility to Offer more services and its desire to Continue to Offer low rates for its customers influenced its decision to license the BANNER system.

"The BANNER system will allow us to maintain the highest levels of customer service by providing our customers with more flexibility, more information and continued overall satisfaction," he said. "SCT's customer management system will enhance our relationship with our customers by providing timely, individual choice of a wide array of products and services."

"The BANNER product will enable the customers of Jacksonville Electric Authority to capitalize on the opportunities in the rapidly changing utilities industry," added Victor Gosendi, JEA's project leader.
