Second Largest Municipal Utility in North America Implements SCT Customer Information System
TorontoHydro now using Banner to serve largest commercial and industrial accounts;
Preparing for Deregulation in 2000

MALVERN, PA, March 9, 1999 - SCT (Nasdaq:SCTC) announced today that TorontoHydro is using the Banner customer information system in a live environment to serve its top 24 commercial and industrial accounts.

Serving 650,000 customers in Ontario, TorontoHydro is the second largest municipal utility in North America, with revenues of $2 billion. TorontoHydro was created through the amalgamation of six municipal utilities on January 1, 1998. TorontoHydro, East York Hydro, Etobicoke Hydro, North York Hydro, Scarborough Public Utilities, and York Hydro were consolidated into the new TorontoHydro company.

The 24 accounts that TorontoHydro is currently serving and billing using the Banner system account for approximately 20 percent of the energy provider's revenues.

TorontoHydro is in the process of replacing a 20 year old in-house mainframe at its Toronto office with the Banner Customer Information System.

Lissa Lowes, TorontoHydro's manager of CIS Development said, "the implementation of the Banner customer management system is a move to prepare the municipal utility for the province's Electricity Act, which establishes open competition in Ontario by the year 2000."

"The Banner system provides us with much more flexible functionality and allows us to provide better information and services more quickly to our customers," Lowes said. "The implementation of the Banner system at TorontoHydro provides us with an excellent opportunity to get to know our customers better by maintaining a detailed history of customer accounts, consumption and payments. "

In preparation for deregulation, TorontoHydro plans to expand use of the Banner system to serve an additional 229,000 customers later this year.

Lowes said the Banner system will allow TorontoHydro to establish marketing programs quickly and efficiently. "For example, once we determine a new rate, we can immediately implement it into the system," she said. "Not having to reprogram the system is faster and easier."
