SCT and Mincom Team to Offer Enterprisewide Solution
SCT Utility Systems and Mincom Embark on Joint Marketing Effort

COLUMBIA, S.C. and DENVER, January 11, 1999 /PRNewswire/ -- SCT (Nasdaq:SCTC) and Mincom announced today the signing of a software marketing agreement that will provide an enterprise customer and asset management solution for large utilities throughout the United States, Mexico, Central America, South America and Asia Pacific.

Australian-based Mincom, with North American headquarters in Denver, Colorado, is a global specialist in Enterprise Asset Management, offering whole-of enterprise solutions to capital intensive industries. SCT specializes in providing customer management, billing and supply chain systems for the utilities industry. The agreement enables Mincom and SCT to jointly market their services and products throughout the United States and Mexico. Mincom and SCT will develop an interface for the SCT Banner® customer management suite and Mincom's MIMS Open Enterprise EAM solution.

Bill Mahoney, president of SCT Utility Systems, a division of SCT, said that SCT's customer management and fulfillment solutions and the enterprise asset management solutions of Mincom are unique because they are designed specifically for utility operations, unlike alternatives based upon ERP models.

"Our alliance offers utilities a comprehensive lower-cost solution, with accelerated implementation track records, created exclusively for utilities," Mahoney said. "The integration of SCT and Mincom's products and services provides utilities and energy service companies a proven offering which extends across the enterprise, from customer aggregation and fulfillment, through asset management and financials. The combined product lines provide end-to-end workflow automation, supporting the unique process requirements of the utility market.

"In addition," Mahoney stated, "the alliance delivers the Banner product line's ability to provide superior customer management and fulfillment abilities for utilities along with the human resources, financial management and key operations and maintenance capabilities available from Mincom."

Kim A. Duffy, Mincom's executive vice president of international operations, said the joint efforts of SCT and Mincom will deliver significant benefits to the utility industry. Mr. Duffy remarked, "The combination of SCT and Mincom's products and services and SCT's world class expertise will enhance our ability to provide a total solution to our customers. It will also allow Mincom to better meet the needs of clients in the utilities industry."

Southern Connecticut Gas Company -- which serves approximately 160,000 residential, commercial, and industrial customers in 22 coastal Connecticut towns, including Bridgeport and New Haven -- will benefit from the partnership and the plans to integrate SCT's Banner CIS product with Mincom's MIMS Open Enterprise EAM solution. Darwin Kovacs, group director of information technology, remarked, "We recognized Mincom and SCT's leadership
in their respective markets, and we independently selected MIMS Open Enterprise and Banner in competitive market evaluations.  This partnership will bring together two industry leaders into one best-of-breed, integrated enterprise utility solution."

Guerry Waters, vice president, energy information strategies for META Group, stated, "According to one of our recent surveys, most energy utilities expect their customer information systems (CIS) and marketing systems to be strategic information technology (IT) assets during the next five years. In addition we believe that CIS as an integrated module of an enterprise resource management package will become the norm in the 2001-03 time frame."
