BEND, OR, January 4, 1999 - Orcom Solutions, a leading
provider of customer information and billing systems for the deregulating
utility and energy services industry, announced today that APS Energy
Services, a recently-formed energy services provider based in Phoenix,
Arizona, has selected Orcom's Total Customer Care. Orcom Solutions,

Orcom's Total Customer CareSM software and outsourcing
services. APS Energy Services is a wholly-owned subsidiary of Arizona
Public Service. Orcom will deliver its Enterprise Customer Information
System (E-CIS) to APS Energy Services as an over-the-wire subscription-based
offering, an approach that accelerates the implementation process
and reduces initial startup costs.
Wendy Greess, APS Energy Services Manager of Business IT Solutions
and project manager for the Orcom project, said Orcom's ability
to get the system running quickly and its experience in the deregulated
California market were critical selection factors. "Since we
are new, we don't have the infrastructure of a traditional utility,"
said Greess. "Orcom's outsourcing option will help us gain
speed to Market, minimize our up-front investment and allow us to
take advantage of the economy of scale." Greess added, "Orcom's
success in working with clients who are already doing business in
California also was a major point in their favor. Their Enterprise
Transaction Gateway will play a key role in our ability to Acquire
and enroll new customers."
Orcom's Enterprise Transaction Gateway handles one of the central
challenges of deregulation - the electronic transactions required
to exchange information between a customer's existing utility and
the new provider a customer has chosen under deregulation. In 1997,
Orcom was first to Market in California with the ability to provide
electronic data interchange (EDI) and direct access billing services
dynamically within its E-CIS. Typically, each utility stores customer
information in a different format. The Enterprise Transaction Gateway
accepts any format of customer information, translates it for the
Orcom E-CIS, and exchanges it with the utilities involved.
The company is already competing in California and has attracted
a number of commercial customers, including 145 Albertson's supermarkets.
