FOR IMMEDIATE RELEASE
City of Seattle Signs Software and Services Agreement with SCT

MALVERN, PA., July 21, 1998 - SCT Utility Systems, Inc., a division of Systems & Computer Technology Corp. (SCT) , announced today the signing of a major software and services agreement with both utility departments of the City of Seattle for the deployment of the BANNER Customer Management System. The agreement is valued at approximately $13 million, and became effective in SCT's third fiscal quarter, which ended June 30, 1998.

The agreement allows Seattle to implement the BANNER Customer Information System, BANNER Customer Web Access, BANNER Customer Target+, Customer Contact System and Electronic Work Queue System at Seattle Public Utilities and Seattle City Light for 450,000 customers served by Seattle's city utilities.

Joel Jeffress, city project director for Seattle, said the agreement will facilitate the City's efforts to consolidate services for customers of Seattle City Light, which provides electrical services, and Seattle Public Utilities which provides water, wastewater, drainage, sewage, flood control and recycling services.

"The BANNER System will support the City's commitment to provide seamless one-stop shopping for our customers," Jeffress said. "It will improve customer service to our existing base and widen customer choice options with new services and products that our two existing legacy systems are unable to do ."  Jeffress said the implementation of BANNER will further centralize the City's call center, which offers one customer service number for both Seattle City Light and Seattle Public Utilities consumers. The City plans to use WebAccess to provide account information and payment capabilities for customers over the Internet and Target+ to improve its marketing and education programs, according to Jeffress."Target+ will allow us to identify our customers in market and geographic segments," he said,"so we can do a much better job of identifying which customers would be good candidates for specific types of programs."

Bill Mahoney, president of SCT Utility Systems said the agreement will enable the city to remain competitive in a deregulated environment. "The City of Seattle provides among the lowest rates in the country," Mahoney said. "The BANNER Customer Management Suite will enable Seattle to Continue superior customer service, and will provide state-of-the-art infrastructure for this progressive, technology-oriented municipality."
